Sex Life and Life After That

Q.: First I apologize for the rather graphic nature of my question.
What should the genital area of a neutured male cat look like? Will the sac be removed or will the testicles simply be removed from inside the sac?
My situation is as folows: I adopted a very friendly stray cat that was living in the lobby of my apartment building. I had him neutered the second day that I took him so I don't know very much about his behavior before the operation.
The problem is that he wanders all over the building and uses the fire escape to go into other people's apartments. I wonder if this wandering is a symptom of a botched neuturing processes or just a part of his personality.
He still has a sac and I can't tell if it is empty. Other neutered male cats that I have seen have no sac at all.

A.: Normally, the testicles are removed from the sac, and then the spermatic ducts are tied in a knot and put back in.
Often it will look as if the cat still has testicles although a lot smaller than before.
This procedure is part of the reason why male cats seldom need stitches after being neutered.
So I'd say his roaming must be due to his personality.
